Need synonyms for "wholly unnecessary"
Or possibly a new word, for when actions pass redundant and incorporate an insulting self-indulgence. Insulting to the rest of us, that is. Or for when those actions waste magnetic tape.

Presidential Signing Statements?
Well... Nobody's sure what kind of persuasive power the signing statements are going to have yet. Consensus seems to be that they won't be binding, but might be considered before individually-authored Congressional bill reports for interpretative purposes.
Translation -- they don't mean much.
I think the main effect of the signing statements will be to give later historians and investigators a roadmap for federal laws this administration isn't following.
But that's just my guess -- what do I know.
